Do current regulations need to change?

Current media regulations are supposed to regulate what goes to print and is fed to worlds people. Current regulations are meant to stop things that breech several codes of practice getting into the open. However with examples such as the phone hacking scandal and in particular the molly dowler whose phone was hacked and thus leading her family to believe she was still alive.
